V období 11. a 12. století docházelo k častým změnám sfér vlivu díky sňatkům, darům za vojenskou spolupráci, výbojům. Hrádecko bylo původně součástí tzv. župy Záhvozdí (Zagost), od 12. století bylo částí Českého království a procházela jím důležitá obchodní stezka z Prahy k Baltskému moři..
Vše vrcholilo roku 1212 Zlatou bulou Sicilskou, jíž kromě trvalého přiznání královské hodnosti bylo Přemyslovi I. uděleno právo připojit k Čechám nazpět všechna dříve odcizená území. Přemysl Otakar II. se pak snažil mezi válečnými výboji o konsolidaci a hospodářské posílení říše, zajištění obchodních cest zakládáním opevněných měst a hradů.
V této době (1250) byla Žitava povýšena na královské město obdobného významu jako např. České Budějovice, 1255 byla opevněna, razily se zde stříbrné mince, byl zde umístěn provinční soud, zajišťující český vliv na slovanském Míšeňsku. Jako děkanát bylo Žitavsko řízeno přímo pražským biskupem.
Přemysl Otakar II. byl za účelem hospodářského posílení jedním z hlavních iniciátorů německé kolonizace. Podle opata Neplacha odňal roku 1254 Českým Berkům z Dubé, v té době pánům Žitavy, kraj okolo hradu Vlčice (Olšice, Vlsicz) a věnoval ho lénem německým pánům z Donína (Dohna mezi Cínovcem a Drážďany) za slib vyšších finančních zisků. Hrad jako správní středisko kraje zaujímal v této době významné místo u českého královského dvora s povinností znalosti českého jazyka.
Tento nejstarší středověký hrad v severních Čechách (první zmínky z pol. 11. století) při Záhvozdská cestě vznikl na místě staršího srbského hradiště. Nejpozději roku 1241 byl již opevněn proti tatarskému ohrožení z polské strany jako náhrada nedobře chráněného Hrádku a Doníny přejmenován na Gráfenstein (Graf - hrabě) česky Grabštejn.
Ve 14. století byl Hrádek významnější než Liberec (založen 1300), který rostl až později s významem obchodní cesty z Prahy, větvící se zde na Frýdlant a Žitavu. Podle zprávy Žitavského děkanství roku 1352 odváděl Hrádek druhé největší poplatky (24 kop oproti 2 kopám z Liberce).
Ve 14. století probíhala nejintenzivněji kolonizace, zejména z Franků a s ní přicházelo poněmčování, i když kolonizátoři zachovávali oddanost českému zeměpánu. Žitavští Slované byli z města vystěhováni do nedaleké vesnice Zittel (Žitavka). Slované nesměli být zaměstnáni ve městech, nebyli přijímáni do řemeslnických cechů.
V této době (1310) byly přesně vymezeny zemské hranice mezi Čechami a Lužicí, jejichž pozdějším dokladem byly rybářské (hraniční) kameny vymezující revíry pro rybaření. Jeden z kamenů pocházející z okolí Kristíny (z r. 1565) je jako výzmanný doklad historické příslušnosti Hrádecka k Čechám dodnes umístěn v zahradě rybářského svazu. Přesto neměla hranice ještě dnešní význam, protože Žitavsko a obě Lužice patřily k českému království.
Karel IV. postavil v nedalekém okolí hrad Karlsfried, klášter a hrad Ojvín, kam přivedl celestýny a kde byl za husitských válek v kapli sv. Václava uschován poklad z chrámu sv. Víta v Praze. Rozšiřil Žitavu, kde několikrát pobýval.
Za husitských válek stálo Grabštejnské panství společně s Šestiměstím v protihusitském táboře, Hrádek byl roku 1424 vypálen, přičemž shořely doklady o získání městských práv.
Po husitských válkách nastal úpadek zničených měst (Hrádek byl znovu vybudován Doníny až r. 1512), obchodní cesty byly nejisté, zuřila válka mezi Bibrštejny a Doníny o právo vybírat clo, války Jiřího z Poděbrad s Lužickými pány z Šestiměstí. Pokles cen stříbra a nová - západní orientace obchodních cest byly však postupně kompenzovány rozvojem výroby. Původní kostel rozbořený husity byl nahrazen r. 1466 novým gotickým (1586 renesančně přestavěn). Na významných místech byly budovány smírčí kříže, z nichž se zachovaly dva – v Chotyni a ve Václavicích. Roku 1500 byl hrad Grabštejn přestavěn v zámek a následně rozšířen o renesanční trakty.
